Operations Division's Major Werner, Chief James C. Johnson, Mr. Sick Castamore, 
and Paul Johnson quickly located the needed equipment at Hahn AB, Germany, 
shipped it to Crete, and installed it, keeping the transfer of the 
reconnaissance unit on schedule and the vital aircraft in the fight.

Due to the doubling or tripling of air traffic frequency and loads on USAFE 
airfields during the operations in SWA, airfield pavements at most bases took 
a severe beating.  Also, the increase in number of aircraft transiting the
USAFE theater placed an extreme demand on airfield parking, taxiing, and 
loading space.  Mr Alfonso Fraga, the Operations Division's USAFE Command 
Pavements Engineer, whose years of experience with the airfields mark him as 
the resident expert, was in frequent demand throughout the command. His 
detailed familiarity with the airfields of USAFE and throughout Europe enabled 
the command to distribute traffic effectively and minimize the difficulties
encountered by the unusual traffic levels.

Mr Fraga's expertise was especially valuable at two of our Spanish bases, 
Moron and Torrejon, both of which were heavily tasked for Operations DESERT 
SHIELD and DESERT STORM, and at Incirlik, which as the main operating base 
for Operations PROVEN FORCE.  Mr Fraga expertly performed initial analyses and 
frequent reevaluations and recommendations throughout the operations, keeping 
the forces operating safety and effectively.  His expertise continued to be in 
demand as recovery continued from the severe wear inflicted on USAFE airfield 
pavements during the war.

In February 1991, the deployment of bombers to Moron Air Base, Spain, in 
support of the air war phase of Operation DESERT STORM resulted in the need 
for temporary munitions storage and build-up facilities which would have to be 
designed and constructed in an extremely short time.  Captain Joe Worrell of 
the ESRC, in coordination with Lieutenant Colonel Larry Galer, 16 AF Civil 
Engineer, helped initiate the tasking for a HQ USAFE team of engineering and 
safety representatives to deploy to Moron AB.  Their mission was to determine 
the requirement, design and lay out the solution, and coordinate the 
construction effort. The engineering team consisted of Lieutenant Colonel 
John Selstrom, Major Clayton Perry, Captain Timothy Strucely and Technical 
Sergeant Ted Cadell.  The coordinated effort involved the Moron base civil 
engineering unit, the in-place Prime BEEF team, the US Navy Construction 
Battalion (SEABEE) unit at Rota, Spain, and HQ USAFE's programmers. Within 
three days of Colonel Selstrom's team arriving, all planning, approvals and 
coordination were completed, with the SEABEE unit moving heavy equipment 
to begin the construction effort.  Programmers developed cost estimates and 
approval documents that allowed the work to proceed as planned.  Portions of 
the expansion were used to safely build up and store munitions before the air 
war ended, and the contributions of operations from this base proved essential 
to the success of the ground war. The munitions storage and build-up 
facilities also will be ready for the next time Moron AB is used as a bomber 
base.

As the coalition forces expanded their air attacks, support was needed 
from allied nations to enhance operations from US bases in USAFE.  Offers of 
support from France, Greece and Italy drew teams from HQ USAFE to evaluate 
airfields for use by support forces. A team made up of Housing and Community
