          CATEGORY:  Mobility

          ISSUE/ITEM:

          SUBJECT:  On-The-Job Training (OJT) Records

          BACKGROUND:  Transport of OJT records to the employment site is required  for  TDYs
          in excess of 30 days.  Transport of CDCs is optional.

          DISCUSSION:   Numerous recommendations to  eliminate  this  requirement  have  been
          received 6-Y  this office.     The  recommendations  are  based  on  the   following
          rationale:

                        (1)   OJT records are not required.       Formal OJT  is  not  a  high
          priority in the initial stages of contingency operations.

                        (2)    OJT  records  could  very  easily  become   lost,   presenting
          significant individual problems.

          ACTION RECOMMENDED:

                        (1) Delete requirement for transport of OJT records  from  AFR  28-4.

                        (2) Direct that OJT completed at the employment  site  be  documented
          on AF Form 1098, for inclusion into the OJT record upon  return  to  home  station.
