CRITICAL ISSUE 
                     
         SUBJECT:  BEDDOWN STATUS OF AL KHARJ AB, 5,A. 
          
         AIRLIFT:  Aircraft continue to arrive with cargo on a daily ~asis. 
          
         AIRFIELD:  Airfield pavements in operational condition including 
         airfield lighting,   Three runway sweepers on site.  PAPI system 
         operational and has been flight checked.  Portable TACAN is 
         operatiopal.  Portable tower is operational.  Working now to bring up 
         ASR and PXR. 
          
         ARRESTING BARRIER5:  The runway has two BAK-9, two BAK-14 and two net 
         barriers which have not been certified,  One MAAS installed on runway, 
         2000 feet from threshold, north end.  A second MAAS installed but 
         needs parts.  Parts sourced from 7002nd CES, Ramstein and should 
         arrive 24 Dec 90.  A third MAAS is on-hand and will be installed on 
         taxiway for an alternate runway.  Working with HN engineers to 
         activate and certify the BAK-14 barriers. 
          
         FIRE PROTECTION:  Satisfactory.  Five P-19's, two P-13's, one P-20 and 
         one P-10 on site.  Three P-18's and one P-19 sourced.  All 58 fire 
         fighters on site. 
          
         WATER STORAGE:  The local host nation storage, treatment and 
         distribution system cannot be charged as there is no pumping station 
         constructed.  Twenty-six storage bladders (20,000 gallon) are 
         required.  All bladders to be installed and filled as soon as 
         available. Twelve 20,000 gallon bladders on-hand.  Bladders are 
         dispersed now at latrines/showers and dining tents.  A bladder farm 
         including ROWPU's (2 each) will be set-up as more bladders arrive. 
          
         FUEL STORAGE:  There is no nation fuel storage available.  Ten sets of 
         berms are complete now and others are under construction.  Forty 
         50,000 Gal bladders are now capable of being filled.  An additional 8 
         bladders for MAC operations will be ready for filling on 27 Dec 90. 
          
         POWER:  No commercial power is available.  14 solar turbine generators 
         are on-hand (750 XW) and being used for high voltage power.  Power 
         plant for cantonment area is up and running.  flightline back-up power 
         plant should ready for use by 27 Dec 90.  Presently running high 
         voltage cable from cantonment area power plant to flightline area. 
          
         CANTONMENT AREA:  RED HORSE, Prime BEEF, and a Saudi contractor are 
         working 24-hours a day in shifts.  Site prep and graded clay roads are 
         complete.  Asphalt pad for hospital is complete.  Some tac coat has 
         been applied to roads and asphalt work will begin NLT 24 DEC 90. 
         385 billeting tents and 90 admin tents are now erected. 
          
         SERVICES:   One double 9-1 operational serving 2 hot meals and 
         soup/sandwich/salad for lunch.  B-rations, MRE's for 30 day supply 
         on-hand.  first meal served out of double 9-1 on 16 Dec 90, second 
         double 9-1 to be serving by 27 Dec 90.   Tactical Field Exchange (TFE) 
         scheduled to be operational NLT 24 Dec 90.  Barber concessionaire 
         operating in the cantonment area.
