2. (U) 354ATH: 354 TFW/SG reports 100~ operational capability for
their ATH. Per CENTAFs direction we have provided the following
lessons learned:

A. (U) Lessons Learned - Although the ATH had been set up and
inventoried each of the last two years as well as the Coronet Bandage
being deployed to Ocean Venture '90, many lessons were learned. The
primary ones were:

(1) (U) Table of Allowances not adequate for all sections. See
attachment 1 for examples.

(2) (U) Mobility processing procedures need to be scrutinized to
alleviate people processing with expired chemical antidotes.

(3) (U) Establish good communications channels across all levels of
the organization.

(4) (U) Taking care of immunizations, legal, financial and other
business prior to mobility processing leaves more time for required
briefings, inventorying C-Bags, attaching hoods to chemical masks and
generally expedites the process.

(5) (U) Develop realistic suggested clothing requirements for a
prolonged deployment and communicate to all deploying members.

(6) (U) Practice with proper equipment during ORE's to ensure people
are knowledgeable of correct sizes when processing.

(7) (U) Advance marshalling of temperature sensitive drugs and x-ray
film can result in damaged film and medications.

(8) (U) Advance planning party needed. Potential compromises in
site selection due to urgency in erecting ATH upon arrival may be
avoided with proper advance site selection.

(9) (U) Need to train with field anesthesia machines annually to
ensure familiarization.

(10) (U) Bioenvironmental engineering should pack a DPD chlorine
test kit in the carry-on baggage.

(11) (U) Some items in SGPB inventory, although not dated, need to
be replaced periodically. Millepore filters were yellow, brittle,
and essentially unusable.

(12) (U) Many aircraft are cold, need to travel with a blanket or
field Jacket.

(13) (U) Bases supplying augmentees or specialized teams may not be
totally in the information loop. Establish contact early and attempt
to supply unanswered questions.
