SUBJECT: Medical Qualification and Mobilization
 
BACKGROUND: There were several reports of personnel being 
deployed to the AOR who had pre-deployment-existing medical 
conditions significant enough to require return to CONUS. 
The problem was partially caused by deploying non-mobility 
personnel as well as deployments occurring so swiftly that 
insufficient time was spent on thoroughly screening medical 
records. Several called-up guard and reserve personnel were 
found to be not world-wide qualified (primarily due to 
pregnancy) and were not eligible to be activated nor moved 
from their local area.
 
DISCUSSION: Unnecessary gaps in critical AFSCs at both AOR 
and stateside facilities were created when medically 
unqualified personnel were sent or tasked for deployment of 
backfill. The resulting personnel gaps in services at our 
facilities also resulted in contracting for services with O&M 
funds, and restricting services such as OR to emergency 
procedures only. ;
 
ACTION RECOMMENDED: Closer attention to all active duty, 
reserve, and guard members' medical qualification for world 
wide duty and more stringent adherence to physical profiling 
procedures are needed. Medical evaluation board processing 
should be expedited in borderline cases to insure appropriate 
world-wide qualification or disqualification.
