              in country, it was found that some shop equipment was duplicated but
              other needed equipment had been pared out. The integration of the
              manning packages into a viable unit was accomplished following
              deployment, but not without problems. Those units that had trained
              together had a much easier time of integrating their personnel into a
              cohesive, productive entity.46

              	Creating a single operational unit from the five different
              organizations also severely degraded the ability of those remaining at their
              home bases to respond to subsequent requirements. With key members
              of their aircrews and maintenance force as well as the command element,
              security, medical, and support personnel already mobilized, those left
              behind would not be able to effectively perform their unit's mission.47

                     COMSEC

             		Information from AFRES and MAC indicated that the only
             Communications Security (COMSEC) documents required for the
             deployment were the customary MAC documents. However, when the
             COMSEC custodian checked with Central Command (CENTCOM) and
             CENTAF two days before deployment, he discovered much more material
             was needed and four couriers had to be dispatched to procure it. Two
             safes were required to transport the necessary COMSEC material for eight
             aircraft. Information was passed to Fourth Air Force for the 440 TAW to
             bring material for the other eight aircraft. At the en route station, it was
             discovered that the COMSEC material for the other eight aircraft had not
             been included, and in addition, messages from Twenty-First Air Force and
             the ALCE added two additional documents to the required list, only one of
             which was available. Shortly after arrival in theater, an ALCE message
             detailed all COMSEC requirements for AOCs and for aircrews to have with
             them while flying in theater. This required much reproduction of the
             material to satisfy the additional COMSEC requirement, but crews still flew
             at times without all the required COMSEC.48
