               m. The Family Support Center encountered a problem due to the lack of
       worldwide locator information and lack of ability to contact military members
       and their families at their residence. Additionally, we believe that, if the
       toll free numbers that were provided after Desert Storm commenced could have
       teen provided earlier, many  problems and anxieties facing military families
       could have teen avoided. The latter of these problems are beyond our
       knowledge of a solution, but as far as the first; two we propose the FSC be

       15. WR-ATC/RR Comments:

             a. Civilian Employee Deployment - General Guidance
      
	   (1) Background: This command had not preplanned nor established
       guidelines for deploying civilian employees to an area of imminent danger.
       Even though such deployments were commonplace during the South East Asia
       conflict, there was no corporate memory. Some guidelines were received after
       a 4-month delay. 
       
	(2) Action Taken: This ALC did not deploy any civilians until the
       shooting stopped. We were prepared to use modified military deployment
       guidance.

        	(3) Action Required: Include procedures for deploying civilian
        employees in AFR 28-4. If contractors are to be used in a war zone, their
        deployment should also be addressed.

        b. Civilian Specialist Deployment - Timely Advice on Requirements

       	(1) Background: The in-theater requirement for the service of
       civilian specialists/technicians is usually determined by the in-theater or
       MAJCOM functional managers. It is normally coordinated by telephone with the
       depot-level functional area before the requirement is formalized. At the
       last moment the Personnel Readiness Center (PRC) is made aware of the levy
       and the employee is then made aware of the time-consuming preparatory
       requirements such as passport/visa, chemical defense training, etc. In these
       instances the PRC may have to delay the member's departure because all
       processing requirements have not been met. 

       	(2) Action Taken: Employee hand carried visa request to Washington,
       scrambled to find mobility tags, and arranged chemical warfare training at an
       enroute base.  
              
       	(3) Action Required: Get Personnel in the loop early in the
       planning stages Provide at least the maximum time for passport/visa, and
       etc.
