	(2) Action Required: MAJCOMs/directing authority should provide as
         much data as possible and ensure the field is promptly notified of
         additional/changed requirements prior to actual deployment of personnel. In
         addition, procedures should be established for contingency TDY orders to
         allow for the unknown factors such as TDY length.

            f. Over Use of Security Classification.

        (1) Background: Numerous messages were received requiring action
        from other CBPO work centers and were classified secret for no apparent
        reason. This resulted in delay of appropriate actions and unnecessary
        safeguarding. Proper classification of messages results in a more expedite
        process for response.

        (2) Action Required: Classification guidelines should be
        established as soon as possible and provided to the field.

            g. Dependent ID Card 

         (I) Background: AFR 30-20 required the member to sign dependent ID
        card application in the presence of a DEERS verifying official or have his
        signature notarized. Also, CAMPUS start date for a retired person who is
        recalled to active duty could become a problem if member filed a CHAMPUS
        claim between the two active duty periods.

        (2) Action Required: Higher headquarters provided workaround
        procedures and changes to the regulation should be forthcoming.

               (3) Action Required: Formal change to AFR 30-20.
