CENTAE/DE. The Cell became a clearinghouse of information on
commercial, m111tary, and developmental equipment with potential to
be employed in SPA. Forking with Tyndall base contracting' the
Cell could place most required items on contract within five days
from receipt of the regu1rement, wh11e st111 obtaining as low a
price as possible. For example' on ~ November' CENTAF stated a
requirement for a warning system at several sites. By 7 December,
specifications had been drafted' sources solicited' and a contract
awarded. The units were shipped to SWA on 7 January f just days
before the beginning of Operation Desert Storm. The Cell was also
instrumental in acquiring and shipping the new folded fiberglass
mat system of crater capping to Sag. Ibey sent a team to R1yadb to
train engineers from ten sites on the new system. When CEMIRT
needed spare parts for its generator repair and maintenance work,
the ~cquisitlon Cell responded by aggregating parts and equipment
needed to support the repair depot. When a regu1rement was
identified for memorial flag cases for the fam111es of casualties,
the Acquisition Cell completed the procurement, saving tbirty-tbree
percent on the total purchase over the previous peacetime buy. Ibe
Cell also managed the development of the experimental mobile
kitchen trailer, tested in Saudi Arabia following the war. In six

      Morale.

Engineering and Services played a vital role in maintaining
the morale of the entire camp. Engineers had the skills,
eguipment, and people to improve the site and make it more
liveable. Sometimes it was as simple as providing new latrines or
replacing broken zippers on the tents with a wooden door. As the
deployment continued' commanders reguired more of their engineers.
Commanders wanted to keep their personnel active and in good
physical shape. Engineers erected gymnasiums, constructed jogging
paths, marked the distances on the roadways around the camp, and
built volleyball and basketball courts. ~ few sites bad ski wing
pools, so engineers put them into operation. At sites obese Air
Force personnel were restricted to the base' something had to be
done to occupy the little free time that was availabl ~ Engineers
constructed libraries and shelving for the thousands of books
people back home were donating Theaters were constructed to show
videos to base personnel. The engineers at Bateen AB, UAE,
accepted a challenge from the wing commander and constructed a
Lhree-level theater covered by TEMPER tent sections in one night.
The wing commander at Taif had something a little more elaborate in
mind for his people. He found a location on a small hill
overlooking the runway. He asked his engineers to design a
recreation facility where units on base could hold cookouts. What
