[France, Italy, Greece and within the Unlted States. Some of these
were in direct support of bomber operations, while others supported
tanker beddowns, hospitals, and bases that served as throughput
nodes for people and materiel.
Several USAFE baser were quite busy serving as throughput
bases throughout Desert Shield. Both Torrejon AB' Spain and Rheln
Main AB, Germany were major stopover bases for personnel deploying
to and from SEA. Ibe engineers constructed a tent city at each
base to handle the thousands of personnel transiting the base.
Refueling capabilities were a major concern for the engineers'
also. Rbein Main engineers redesigned the hydrant system enabling
them to double the refueling capacity by using more trucks over a
borter distance->
As the transports loaded with troops bound for the Persian
Gulf began arclvlng at the USAFE bases, the Services functions were
immediately impacted. Although the layovers at USAFE bases were
expected to be brief' the need for contingency billeting and
feeding facilities mushroomed. The demands placed upon uSAFE
throughput bases stressed the base-level Services functions to
unprecedented levels. Table III illustrates the substantial
billeting demands placed upon USAFE bases. The billeting quarters

the peak' Rhein Main billeting had a 176 percent occupancy rate.
That meant that 76 percept of the rooms were used twice in a
twenty-four bour period. Rheln Maln and Torrejon both constructed
tent cities on base to handle the flow of people. At Moron AB'
rooms in the transient's dormitory which were intended to house two
people were packed with up to six' resulting in extremely
uncomfortable condltlons in the hot, humid climate. A1r
condltlonlng had to be added to the dormitory to allow al~crews to
receive their needed rest. In addition to the normal cff-base
contract quarters, facilities such as gymnasiums and schools were
used to house transients. Air crews were given priority for on-
base quarters because of the crew rest requirements.
