      a larger deployment. The seventeen-member Prime BEEF team quietly
      worked inside a warehouse, ordered supplies' and began pre-
      assembling tent floors awaiting the time when the Iorkish
      government granted approval for construction of a tent city. The
      floodgates were opened on 16 January and engineers' with al~craft
      and other support personnel, deployed to the base. The engineers
      constructed Tornado Town" at Incl~llk and helped bed down the
      deployed personnel. the base engineering operation at Incirlik wag
      primarily contract services, so while there were few in-place
      military engineers, they did provide outstanding support to the
      deployed personnel by locating supplies and equipment.
      The Incirlik AB permanent party Services staff numbered only
      twelve, thus requiting substantial augmentation to support the
      hundreds of troops deploying to the base. Bllletlng was a
      challenge because a noncombatant evacuation order had not been
      issued until after the beginning of the air war. Houses did not
      become available during the buildup prior to the outbreak of
      hostllitles. Gymnaslums' Professlonal Mllltary Education
      classrooms' and Youth Assoclatlon facilltles were all used to house
      deployed personnel prompting the construction of a tent city. Ibe
      deployed personnel were fed from field kitchens in tent city as the
      growing population soon overwhelmed the fixed dining facilitles-~
      A fifty-person Pclme BEEF team from Bltburg AB' Germany' also
      deployed to Batman AB' Turkeys to support a search and rescue
      operation. Lt. Col. Alfred B. Hleks' Commander' 36tb CES' BlLburg
      AB, Germany, was given responslblllty for all support operations at
      Batman, an unusual' but effective organlzatlonal structure. Pclme
      RIBS teams from six USAFE bases provided Services functions to the
      American operation at Batman AB.~
      SAC deployed its tanker and bomber forces on three continents.
      Air Force E & S personnel provided combat support to these
      operations. SAC Pclme BEEF and RIBS teams supported tanker
      operations at Flng Khalld International Airport and Jeddah AB'
      Saudi Arabla; Seeb AB, Oman; and Cairo Nest AB' Egypt. The large
      frame aircraft at Jeddah presented the engineers with slgnlficant
      challenges in providing parking areas and refueling capabllltles'
      constructing a weapons storage area, and keeping the runway
      operational. Ibe runway deteriorated under the weight of the
      al~craft. A ~hlteman AFB' Mis~ourl, Pclme BEEF team of fifty
      engineers and forty flreflghters and forty-five Pclme RIBS
      personnel supported bomber and tanker operations at Dlego Garcla in
      the Indlan Ocean. Severe storms welcomed them to the lowland by
      destroying seventy percent of thelc tent city. The engineers
      replaced the Harvest Eagle structures vltb TEMPER tents and EXPs.
      Prime BEEF and RIBS teams from McConnell AFB' Kansas, joined with
      other engineers to reopen Moron AB, Spain, to support SAC flying
      operations" They had to patch the runway between missions to keep
      it open during Desert Storm. Eaker AFB, Arkansas, Prime BEEF and
      RIBS members deployed to RAF Fairford' UK' to beddown not only a
      flying mission' but also medical personnel deployed to support a
      contingency hospital. The first challenge when they arrived WaG to
      keep the runways clear of snow, the result of a freak, heavy
