            (U) SAF/FM is in the process of requesting authority to invoke section 3732
            of the Revised Statutes (R.S. 3732; Feed and Forage Act) which would grant
            the Services authority to incur obligations in excess of current year -
            obligational fund availability. In addition, Air Force in working with DoD
            Comptroller to obtain additional budget authorities. OSD is leaning toward
            an emergency supplemental appropriation to cover R.S. 3732 requirements.

            (U)  A C-5 crashed at 00432Z, 29 Aug on departure from Ramstein enroute to
            Rhein-Main and then to the AOR.  The crew of 10 was an AFRES crew from Kelly
            AFB.   Of the 10 crewmembers and 7 PAX on board, 10 were killed, 2 are still
            unaccounted for and 5 were taken to Landstuhl US Army Hospital (3 with minor
            injuries, 1 with closed head injuries, and 1 with facial burns and multiple
             trauma).  The AF Operations Center had already been notified and had notified
