APPENDIX V

Major Accident Response
(Peace time response)

1.  (U)	Response to major accidents will normally occur as outlined in AFR 355-1, however, deviations can be expected or may be directed by the CSE Commander.

2.  (U)	The Disaster Control Group (DCG) will deploy to major accidents occurring on or off-base, however,  the amount of DCG members deploying to an off-base accident will be kept to a minimum to avoid any adverse public response.

	a.	(U)	On-base response:  The DCG, when notified to respond, will report to the wing commander's briefing room as directed by the CSE commander.  DCG members selected by the CSE commander will then deploy to the accident site, if necessary.

	b.	(U)	Off-base response:  When notified, the DCG will report to the wing commander's briefing room.  The CSE commander will then select which DCG members will deploy immediately by helicopter (if available) to the accident site.  Normally, the following members of the DCG will be flown to the site:  CSE Commander (On-Scene Commander), EOD, Security Police, and Public Affairs (Alert Photographer).  A local military national, preferably fluent in English and Arabic, must accompany the responding DCG elements.  All other DCG elements will remain on standby unless specifically released by the CSE Commander.  Under no circumstance will any US military vehicles be driven off base by DCG members.  Security Police personnel must remain at the accident site until removal of all US military components and the completion of site restoration.

3.  (U)	Each member of the DCG should prepare a response kit consisting of 2 days supply of water and MREs, suntan lotion (PF 15 or greater), chapstick, mosquito/fly repellant, poncho (used to provide shade), unit specific response procedures and an area road map.  Furthermore, the DCG must have a cellular phone in order to communicate to the US military command post.  DCG personnel that are driving to the accident scene should bring additional fuel if the total driving distance is over 150 miles.

4.  (U)	The CSE Commander or his designated representative will be the on-scene commander at the accident site until it is turned over to the president of the accident investigation board.
