close air support alert responsibilities, plus flew a variety of training missions.  The 91st remained at King Abdul Aziz AB until 6 September when replaced by its sister squadron, the 510th the same day.  The 510th's A-lOAs remained at King Abdul Aziz AB until early December.

	The 601st Tactical Control Wing, headquartered at Sebach AB, Germany, had flights deployed throughout the North Atlantic Treaty Organization (NATO) Central Region equipped with ground-based mobile radars and communications to control tactical air forces during combat. The wing sent people and equipment to Southwest Asia for Desert Shield and Storm and to Turkey for JTF Proven Force. Rather than asking for integrated units, USCENTAF drew on the 601st piecemeal to provide personnel and equipment that it used to augment units from the United States.

Proven Force

	 Shortly after the invasion of Kuwait, two aircrew embers of the 52d Tactical Fighter wing proposed that USAFE conduct "a couple of days" of operations using electronic combat aircraft from Incirlik AB to complicate Iraqi air defenses and divert enemy attention and resources from uscentaf if war began. This plan quickly grew to include using combat aircraft and opening a northern front against Iraq and became Joint Task Force Proven Force. Detailed planning was difficult because the Turkish government had allowed the United States to bring additional aircraft to Incirlik in the autumn and winter of 1990 as part of the diplomatic war of nerves directed at Baghdad, but the Turks would not approve using these aircraft for offensive combat until after the war was already several hours old.

	The plan envisioned using aircraft already at Incirlik AB and those scheduled to deploy there by the end of the year.  In September 990 F-lllEs from the 20th Tactical Fighter Win (for a weapons training deployment [WTD}) and 401st Tactical Fighter Wing F-16s had deployed to Incirlik AB. By December, additional aircraft had arrived: 401st Tactical Fighter Wing F-16s for a NATO exercise, display Determination 90; F-15s from the 36th Tactical Fighter Wing for a [WTD]); and Strategic Air Command KC-13b aerial tankers. While working basing issues with the Turks, USAFE planned the deployment of additional aircraft and personnel to effect the second front idea. Extensive airlift would be needed to make the plan work.   

	In late December the United States commander in chief, Europe (USCINCEUR) directed Headquarters USAF to establish a
