European Command (USEUCOM) re quested that 14 USAFE F-lllEs (20th Tactical Fighter Wing, RAF upper Heyford, United King- dom) and four F-16s (401st Tactical Fighter Wing, Torrejon AB, Spain) deploy to Incirlik AB, Turkey, for weapons training, remain at Incirlik. (See Appendix 12 for a s summary list of USAFE deployed units to USCENTCOM's area of responsibility. Appendices 13 through 20 pro- vide deployment data by unit.) (O) As a result of USAFE efforts, Austria granted overflight permission to USAF aircraft supporting Desert Shield. 1B August (u) Hussein announced that U.S. hostages would "be the first to suffer" should economic sanctions cause hardships for Iraqi citizens. (O) General Bansford T. Johnson, Commander in Chief MAC, activated Stage I of the Civil Reserve Air Fleet, the first time Department of Defense (DOD) officials had to activate the CRAF. under this stage, the program provided 18 passenger aircraft and 21 cargo aircraft. 19 August The first of five C-5 aircraft departed Spangdahlem AB, Germany, transporting the ini- tial munitions package of USAFE-stocked AGM- 88s, AGM-45s, and AGM-65Ds to Southwest Asia. Directed on 10 August, the 52d Tactical Fight- er Wing munitions crews performed tie compli- ance technical order upgrades and prepared the munitions for shipment in record tie. (9) 21 August (U) The military group of the Western Euro- pean union, including nine European Community nations, agreed to send naval forces to the Persian Gulf. 22 August Secretary Baker advised Secretary Cheney that Qatar had offered basing for USAF air craft, leading to the 29 August deployment of 401st Tactical Fighter Wing (Torrejon AB, Spain) aircraft to Doha. (l0) (u) Iraq threatened to close all embassies in Kuwait and arrest diplomatic personnel on 24 August. 10
