APPENDIX IV

NBC Cell Operations

1.  (U)	The NBC Cell will operate out of the Survival Recovery Center (SRC).  There will be two disaster preparedness personnel to conduct NBC Cell plotting and reporting duties.  The SRC disaster preparedness member will be one of the two NBC Cell members.

2.  (U)	NBC activity will be reported to CENTAF FWD/DOS using ATP 45 format.  The following  information applies:

	a.	(U) NBC1 and NBC2 (initial and evaluated information respectively) reports as soon as possible.  The "initial use" NBC 1 report will carry FLASH precedence.  The remainder of NBC 1 reports and all NBC 2 reports carry IMMEDIATE precedence.

  	b.	NBC 3 (warning) messages will be sent to friendly forces in the immediate area, i.e., Bateen AB.  NBC 3 messages carry a FLASH precedence.

  	c.	(U)	Should the CENTAF NBC Cell become inoperable, NBC reports will then be sent to the ARCENT NBC Cell.  If ARCENT is inoperable, reports will then be submitted directly to USCENTCOM.

 	d.	(U)	All NBC reports will be submitted by voice, with no need for message back up, unless the designated agency cannot physically be reached by voice message.  All NBC 1, NBC 2, NBC 3 reports are unclassified.

 	e.	Currently, a 1:50,000 scale map of the Al Dhafra area cannot be procured, despite numerous requests being made to the Defense Mapping Agency.  A 1:250,000 map is available and will be used for plotting chemical attacks.  Overlays for this particular scale are available in the NBC Cell kit.

 	f.	(U)	UTM coordinates will be the preferred method of passing observer/attack locations.
 
 	g.	Actual weather obtained from Det, 31 WS will be used to plot NBC attacks.  If weather personnel can't produce actual weather readings, the NBC Cell will use the appropriate portion of the chemical downwind message themselves.
