 (2) Discussion: It became apparent that the
tactical evacuation and strategic evacuation activities of -
co-located MASF's and ASF's were best managed by placing them
under the operational control of the AECE. Placing these
functions under the same command would enhance
communications, allow for more efficient use of personnel and
ground transportation assets, and consolidate support
 requirements/supply lines.

 (3) Recommendation: Place all theater tactical and
strategic aeromedical evacuation assets under the command and
 control of MAC.

 10. COMMANDER SUMMARY: Although there were initial concerns
about equipment, supply, and personnel proficiency
(specifically decon); a high state of readiness was achieved
through the combined efforts and resourcefulness of the ATH'
Wing, and CENTAF staffs. In almost all cases, equipment and
supplies were procured or work-arounds and substitutes were
implemented. While these concerns should be addressed and
permanent fixes sought, the ATH was capable of performing its
wartime second echelon mission. Due to limited
post-operative capabilities and a wartime oriented TA, we
were less prepared to for an extended peacetime role or
expanded roles such third echelon missions. In the end,
however, the ATH proved to be a very functional mobility
asset and well suited for its assigned mission.
