      	 PERSONNEL: (U) There are 145 enlisted and 1 officer fuels
          personnel assigned to KFIA. All personnel work 12 hour shifts; 17 are assigned
        to King Khalid Military City (KKMC) and 8 are assigned to A1 Jouf, SA. In
          addition, there are 26 Aerial Bulk Fuel Specialists at KFIA. They are
        responsible for distribution to areas geographically separated from in-place
         POL stations.  The bulk storage area employs approximately 70 contractor
         employees, all of whom are Saudi and Filipino nationals. Thirty RSAF
          personnel are assigned to the POL and are being trained to handle specific
          tasks which require little or no technical expertise. In addition, SAMAREC is
          expecting 15 additional fuels personnel to augment the current work force.

          SECURITY: (U) The fuels bulk storage facilities are located at
          the southwest end of KFIA between the two runways. The bulk storage area has
          two ECPs. The first ECP (Main ECP) is located on the west side of the bulk
         storage area; the second ECP (Rear ECP) 18 located on the northwest corner.
        Additionally, there is a third ECP (Access ECP) adjacent to the airport
          perimeter road. The Main ECP (West side) is controlled by contract and RSAF
          security personnel. They are augmented by POL and Security Police personnel.
          The rear ECP (northwest side), which accesses the refueling pumps, is manned
          by one POL person. POL also has one individual who works as a floater within
          the POL compound. The Access ECP, located south of the POL compound, is
          manned by Security Police personnel. Access to the Bulk Storage by SAMAREC
          POL employees and tanker trucks is controlled by the Access and Main ECPs.
          Physical inspections as well as identification checks are conducted at both of
          these ECPs. Additionally, physical inspections of tanker trucks conducted at
          the KFIA main gate include inspection of wire seals placed on all access
          portholes of fuel tanker trucks. The seals are put in place at the point of
          debarkation and utilized to prevent the introduction of foreign objects (e.g.,
         explosives) and substances into the fuel tanks. No POVs are allowed within
         the Bulk Storage Area. Only six company trucks are allowed into the storage
          area to unload at one time. The remainder wait outside the main ECP.   Trucks
         without proper tank seals are not permitted to unload their fuel. The bulk
         storage area is surrounded by a single, eight foot perimeter fence with three
         strand barbed wire out riggings. A video camera security system was installed
         by a British company (NFI) alone the perimeter fence. The cameras are in
        place, but the system is not operational. POL sources were unable to provide
          the projected completion date of the project. The perimeter fence is
          illuminated by nine lighting units affixed to thirty foot poles.
          Additionally, concrete barricades have been placed outside the perimeter fence
         which surrounds the bulk storage area The fuels control area is surrounded
         by an eight foot fence with barbed wire on top. An ECP is manned by fuels
         personnel. Vehicle maintenance on fuel trucks is performed in this compound
          and several R-9 vehicles are stored there. However, most vehicles are
          dispersed along both runways in revetments. Fuel is filtered several times
          before use and the fuel in the bulk storage area is tested at least once a
          week. Additionally, all new trucks are tested prior to use.
