         DISCUSSION: Change of guidance midstream caused confusion. AFMPC wanted to
         ship records to the field...ARPC resisted; HO USAF agreed with ARPC and AF
         FORM 1480 was used and records were not to be shipped. HQ/ARPC changed policy
         later and shipped records to the field. As IMAs often had two or more moves
         once activated, the records were quickly lost in the system.
        
         RECOMMENDATION: ARPC should follow guidance set by HQ USAF and not ship
         medical or dental records to the field.
        
         ACTIONS REQUIRED: None. Follow established procedures.
