             LOGISTICS ISSUE NO. 16 Surcharge of Meals Excessive with regard to Per Diem
             (SGHR ITEM NO. 118)

       DISCUSSION: Surcharge (160%) on meals served in government facilities made
       feeding charges greater than the per diem rate of the enlisted troops. This
       forced the individuals to either not eat or find substitute meals they could
       afford, often at the cost of nutritional benefit.

       RECOMMENDATION: Change the surcharge policy or change the per diem.

       ACTIONS REQUIRED: Non-medical issue. This issue has been brought to the
       attention of required functional area and is being addressed across all
       functional areas. Continue to monitor status.
