deployed and never solidly in one camp, there is a high risk for
neglect especially as time passes and priorities change. A
consultant to these commands for APSS's would help ensure that this
does not occur.
Less importantly, consideration should be given to the concept
of offering "Key man" insurance (pays business overhead expenses
while member is activated) to professionals in short supply by the
military who own their own business. Fortunately, the brief
duration of the conflict enabled many professionals to avoid
bankruptcy. For professiona1s considered critical and in short
supply by the military, "Key 'Man" insurance may be just the
enticement necessary to prevent those professionals from leaving
the service or attract others who do not wish to put themselves at
risk. It could be a significant factor for some.
In summary, I feel the 23rd APSS did an outstanding job in the
performance of their mission. Many lessons were learned end the
tasks at hand now is to utilize this experience and make the
changes necessary in order to better prepare the 23rd APSS and all
APSS's enabling all to accomplish their mission if called upon to
do so in the future.
