ISSUE/ITEM:
SUBJECT: Command and Control
BACKGROUND: Frequent direct communications with HQ ARPC are required during
mobilization.
DISCUSSION: During Desert Storm, access to ARPC was difficult. Telephone lines
were constantly busy and the small staff performed heroically in their efforts
to answer the volume of inquiries. However, delays in required actions were
frequently due to the inability to contact the action officer in a timely manner.
ACTION RECOMMENDED:
(1) Install additional phone lines to appropriate offices.
(2) Consider augmentation of staffing during appropriate periods.
