                                           DESERT SHIELD/STORM

       ISSUE/ITEM:
       
       SUBJECT: Personnel Tracking
       
       BACKGROUND: In Desert Storm, deployed personnel were returned from theater due
       to various reasons, i.e., emergency leave, home station requests, release from
       tasking, etc.,. In most cases, this was accomplished without the knowledge
       and/or approval of the MAJCOM.
       
       DISCUSSION: Adequate tracking of deployed personnel was further complicated due
       to this factor. For accountablity and backfill purposes, the MAJCOMs must be
       appropriately informed as to personnel movements.
       
       ACTION RECOMMENDED:
       
                        (1) Ensure both supported and supporting MAJCOMs and HQ USAF are
       the approval authorities for personnel movement requests.
       
                          (2) Ensure real-time adjustments are made to supporting databases.
