ISSUE: Contingency kit design is not adequate for war time
contingencies.
OBSERVATION: Design of the contingency kits does not lend itself
to functional use.
DISCUSSION: Most problems with contingency kits should have
surfaced during this operation. Contingency kits are too heavy,
bulky, hard to carry, difficult to secure on aircraft, and
difficult to transport back to the stage base after aeromedical
evacuation missions.
IMPACT: The lack of a standardized kit for use on all .
aeromedical evacuation aircraft (C-130, C-141, CRAF) can act to
impair mission effectiveness.
RECOMMENDATION: Contingency kits should be standardized with the
minimum amount of items required to support aeromedical
evacuation patients. The size and weight of these kits should be
kept to a minimum to ease transportation requirements.
