RECOM M DATION IS:
initiate dil igent efforts to coordinate Ministry
cooperation in addressing recovery from a perspective of
Kuwait interest rather than individual Ministry perspective.
Examples of the type of cooperation needed are typified by
addressing issues such as; (1) the best use of tertiary
treated effluent from sewage treatment plants - fire fighting
or irrigation, (2) control of water supply from a perspective
of recovery of the sewage collection and treatment, and (3)
electric power availability delaying LTahra sewage treatment
plant recovery. Also, the excess potable water production
capacity of Al-Zour power being wasted to the sea rather than
seeking beneficial usage for fire fighting, irrigation or
other purpose.

Restoration of sanitary sewer collection system pump.
stations is being impeded by long delivery times for pump
motors which are to replace existing equipment. Times for
delivery of 6 months to almost one year (45 weeks) are
currently anticipated by OMI. Premium payments and expedited
delivery should- b6 considered in a review and alternatives
evaluation.-
RECOMMENDATIONS if6:
6a. Provide an expediter reporting directly under the
PM. The expediters responsibility include identifying and
obtaining critical items required for repair.
6b. The expediter will relview.the situation regarding
the reported long lead times for procurement of key components
required for- the restoration of the sewage collection and
treatment systems, and for critical repairs with the goal of
expediting procurement or repair of critical components even
if at premium costs.' The Corps of Engineers could prepare to
offer assistance in facilitating procurement, repair or
delivery to Kuwait. -(MPW, OMI)
The expediter will consider implementing these

possible solutions to the problem of long lead times for
procurement of replacement parts: (1) investigate other
sources of supply, and (2) shipment of the defective equipment
abroad for repair. Sources of supply may be large cities in
