                          CORPS OF ENGINEERS OBJECTIVES A VRIORITIES

                      2. Focus on He collection system:
                      a.   'Repair screw and minor pump stations@ as by pass
                      capability exists at the major stations - get the sewage
                      to the gulf. See Figrure No. S.

                      b. Repair gravity severs and manholes @ clean and assure
                      flow in these lines.

                      c. Focus attention and priority on known and projected
                      population concentrations.
                      3. Keep the collection system flovingr to the major pump
                 stations, or first by-pass opportunity.

                      4. Repair primary pump stations (the "Al* series).

                      S.   once the collection system is operational shift
                 priority to the repair and operation of the sewage treatment
                 plants emphasizing the following:

                           a. Primary treatment.

                           b. Secondary treatment.

                           c. Tertiary treatment.

                      6. The effluent reuse system as irrigation and perhaps
                 the use of secondary effluent for fighting oil fares.

                      .7. Repair odor control system.


                 XSSUB NO. 3: RECOVERY MANAGEMENT

                      CONCLUSION 03:

                      Effective management 'of the restoration efforts are being
                 @aded by a cumbersome management control process - decision
                 by committee. A more appropriate purpose for the Steering
                 Committee is the long rang* sewage systems infrastructure
mergency recovery
                 operations.
