stations, or first by-pass opportunity.

priority to the repair and operation of the sewage treatment
plants emphasizing the following:
a. Primary treatment.
b. Secondary treatment.
c. Tertiary treatment.
6. The effluent reuse system as irrigation and perhaps
the use of secondary effluent for fighting oil fares.
.7. Repair odor control system.

CONCLUSION 03:
Effective management 'of the restoration efforts are being
