Conclusion
Baghdad is committed to maintaining its sovereignty; and, if war
breaks out, will do whatever is necessary to accomplish this. Iraq
will lash out using whatever means it has to retaliate. This is clear-
ly evident from the Iran-Iraq war. When conventional weapons
failed to halt the Iranian offensives, Iraq used chemical weapons,
which offered the solution. The Iraqis believe chemicals are high-
ly effective military weapons and will plan for their use in offen-
sive and defensive operations.
All US commanders and chen-Lical officers must fully assess
their units' capability and readiness for operations against Iraq-
knowing chemical weapons vall most assuredly be used. This state
of warfare, in which the Iraqis have recent successful experience,
changes drastically the way US forces must train and prepare to
fight this enemy.
