               and Reserve Component Units (Operation Desert Shield)



                   (7) For" Riley Resource Management Personnel were very responsive to
               the extra demands and requirements generated by Operation Desert
               Shield/Storm. Funding requirements were identified to hicher headquarters
               in a timely manner and higher headquarters was responsive to our needs.
               The resources required to get the job done were provided to Fort Riley to
               allow the division to mobilize and deploy in accordance with established
               @lifne+rames.


                   b. Manpower Management.

                   (1) With the first notification that the lst Infantry Division (Mech)
               was to be deployed to the Persian Gulf, it became necessary to augment
               civilian personnel in a number of US Army Garrison work centers so that
               the myriad tasks faced by the Big Red One could be accomplished prior to
               departure. Training, maintenance, logistics, readiness, personnel, and
               quality of life areas had to quickly be brouqht up to the maximum strength
               possible. To do so required not only great effort on the part of the
               Division, bu@ assistance from the Garrison as well.

                   (2) The Manpower & Equipment Documentation Branch, RAI Division had
               just finished a complete Mobilization TDA (MOBTDA) review and update prior
               to the Desert Shield alert notification. This allowed us to more
               accurately forecast the needs of different Program Directors, depending on
               their involvement in the mobilization of RC units and deployment of the
               Ist Infantry Division (Mech).
