             4. (U) TITLE: SUMMARY - Phase I - DSEC


             5. (U) EXECUTIVE SUMMARY FOR DSEC:

                 a. Upon the initiation of Operation Desert Shield in Aug
             90, DSEC submitted a request to bring one of its individual
             mobilization augmentees (IMA) on active duty. However, due to
             initial constraints from FORSCOM, this IMA did not arrive until
             20 Sep 90. When the division was alerted for deployment in
             early November, DSEC requested the activation of three
             additional IMAS. They arrived the first week in December. In
             November an effort was begun to identify personnel to backfill
             the SSO section. After coordinating with Special Security Group
             (SSG) and reserve components, personnel were identified who
             arrived on 3i Dec 90.


                 b. As the Division prepared to deploy, the DSEC gradually
             assumed duties previously handled by the G2. In the area of
             military intelligence, DSEC's IMAs and selected non-deployables
             began to produce intelligence summaries +or units not yet
             deployed. DSEC also provided daily intelligence briefings for
             the garrison staff. In addition, the DSEC assumed operational
             responsibility for two SCIFs belonging to Ist ID (M) 62 and to
             101 MI BN (CEWI) on Custer Hill.


                 C. In the area of Counterintelligence (CI), DSEC assumed
he G2
             and the 101 MI BN (CEWI). These missions required qualified
             DSEC personnel to obtain official counterintelligence
             credentials. Once these individuals completed their processing
             for TS/SCI access, they initiated liaison with local agencies
             to maintain current data on any possible terrorist threat or
             dissident activity. The 902nd MI Group at Leavenworth assisted
             in providing information on the hostile intelligence threat.
             DSEC provided possible threat information obtained from local
             sources to national level agencies for evaluation and
             dissemination.


                 d. The personnel security area involved an increase in the
             number of records being screened +or security clearances.
             During one 30-day period, DSEC reviewed 876 records for
             clearance actions and an additional 375 personnel security
             packets (NACS & Bl)-that were submitted for reserve unit
             personnel mobilized at Fort Riley. DSEC ultimately issued
             approximately 1500 interim clearances to active and reserve
