5. (U) EXECUTIVE SUMMARY FOR MOB PLANS:
S. The benefit of monthly Mobilization Planning Cell
meetings was immediately apparent as Fort Riley began to receive
mobilized units and deploy units under Operation Desert Shield.
Mobilization Plans Office reqested two IMA officers; both were
experienced and familiar with Fort Riley mobilization plans and
procedures through participation in the JCS MOBEX and annual
training tours. Their arrival at M+ 23 enhanced the support we
were able to provide to Mob Cell and the units.
b. Fort Riley's participation in the JCS MOBEX and monthly
MOB meetings had produced a trained nucleus in each
directorate. Fort Riley executed the reception and inprocessing
of Reserve Component Unit Advance Parties essentially as
practiced in exercises except DOL opted to remain in its normal
work areas and have the Advance Parties come to them. This
prevented a final check by DPTM Mob to ensure all coordination
was accomplished. Nevertheless, only in a few isolated
instances did this diversion from the plan impede the units'
smooth reception, training, and deployment.

to the units' home stations as soon as the units were alerted.

that preliminary planning -Focused on the most urgent and time
sensitive issues.
d. Each unit's advance party arrived at the Mob Station at
least two days prior to the unit main body. All but the DOL
inprocessing was accomplished in Bldg 222, Mob Operations
Center. AS scrubbed the unit current manning, updated the data
base, and accomplished the necessary actions to raise the
unit's C ratings as needed. MEDDAC collected unit medical
records and reviewed class XIII requirements. Readiness Group
Fort Riley prepared a training schedule with required training
and key events identified. Activities responsible for
presenting or assisting with training (SJA, NBC, MEDDAC,
SeCLLrity) interfaced with the units' advance parties and helped
produce an initial training plan. The DPTM Security Division
reviewed clearance requests and also ensured STU Ills were
subhand receipted to the units during their stay at Fort Riley.
