            4. (U) TITLE: SUMMARY - Phase I - Directorate of Contracting

            5. (U) EXECUTIVE SUMMARY FOR DIRECTORATE OF CONTRACTING (DOC):

                  a. Coordinated Installation efforts beginning with the
            development of the Lexicon Danger OPLAN prior to Division Alert
            contributed to a successful and smooth execution of procurement
            logistical support. Key areas of Procurement concern were few
            and had been largely anticipated during plan development.

                          (1) Earlier efforts to educate "the right people at
            the right time" were effective in minimizing the submission of
            untimely local purchase requirements, reducing unauthorized
            market surveys/commitments, and making unnecessary briefings
            designed to show why the number of Ordering Officers must be
            kept small.

                          (2) The Lexicon Danger OPLAN and briefing coupled
            with periodic joint working sessions served as the communication
            vehicle to achieve this end. Up-front coordination afforded
            DOC the opportunities to work with G4 to consolidate local
            purchase requirements, identify potential sources, and
            effectively manage the workload with limited use of civilian
            overtime.

                          (3) DOC coordination efforts with counterparts at
            Forts Braggg Campbell, and Stewart could possibly have been
            better managed by centralizing data at the FORSCOM level.

                (4) DOC customers experienced some confusion when
            they received AWARD LETTER CONTRACTS. These contracts, which
            are used during periods of exigency, are legally sufficient and
            are followed-up by the more familiar type of contract as time
            permits. DOC will familiarize activities with the use of such
            contracts in the future.

                 .b. Advance planning and-preparation were the key to making
            deployment a smooth and readily managed operation for the
            Directorate of Contracting.
