5. (U) Executive Summary for Post Chemical Officer:
a. PLANNING: Guidance for NBC Operations was published in
Annex 0, OPLAN Lexicon Danger.
(1) The annex required commanders to conduct
predeployment checks of unit NBC equipment and to identify and
requisition unit CDE shortages. It also specified procedures
for drawing, packing and deploying installation stocks of CDE,
and +or drawing Nerve Agent Antidote Kits (NAAK) and
pretreatment (PB) tablets. It further specified mandatory
individual training, guidelines for moving radioactive materials
and instructions for surface shipments of decontaminants.
(2) The key to success-Fully planning and implementing
each deployment phase was that the Post Chemical Office .
established effective liaison with lst ID (M) units and other
installation activities early in the process. This liaison
permitted the quick resolution of CDE issues. It also enhanced
the distribution of NBC-related info as the Post Chemical Office
indexed numerous intelligence messages for review and later
screened, edited, and disseminated unclassified NBC logistics
traffic.
(3) Ambiguous or changing NBC logistics guidance created
blems -for Ist ID (M) units. Changing serviceability criteria
for the Sattledress Overgarment (BDO) and Chemical Protective
Overgarment (CPO) (the plain green, older model) caused
uncertainty among troops and decreased their confidence in the
suit. FORSCOM did not clarify its guidance regarding the
composition of the second required chemical suit ensemble until
the beginning of Operation DESERT STORM.
b. PREPARATION FOR DEPLOYMENT. The timely identification
and solution ctf problems characterized the preparation phase.
The time available to prepare (Aug - Oct 90) allowed thorough
preparation.
(1) The Fort Riley NBC logistics regulation required
units to submit quarterly NBC inventories and sizing data before
Desert Shield. Since the reports were not taken seriously,
decisions regarding the proper us of funds to fill CDE
