4. (U) TITLE: LOGISTICS: TRANSPORTATION: SECURITY OF CAT I AMMO
SHIPMENTS BY RAIL
5. (U) OBSERVATION: AR 190-11 requires armed guard surveillance
for Category I ammunition shipments for rail shipments; however,
rail transportation services do not provide armed guard
surveillance.
6. (U) DISCUSSION: AR 190-11, paragraph 7-3 and 7-4 requires
all Category I ammunition (missiles) be under armed guard
surveillance. Rail transporation Companies do not provide armed
guard surveillance, so these shipments have to be accompanied by
unit personnel. Additionally, rail companies have eliminated
the caboose or other personnel-carrying cars from their
inventory. While it is possible to Accommodate one soldier in
the cab of the train engine, there is no space +or sleeping or
any other facilities. The engines are noisy and have no
communication with which stretches the definition of
surveillance. Fort Riley was able to obtain two cabooses
which needed considerable repair and cleaning to make them
'.roadable" for safety and health standards and they did not have
any electrical or water system for creature comfort. Rail time
er 30 hours in this case.
There is no guarantee that these cabooses would be available at
some future date.
7. (U) LESSON LEARNED: Compliance with requirements in AR
190-11 to provide armed guard surveillance for Cat I ammo
shipments by rail is difficult given the lack a-F suitable rail
equipment (cabooses) in most modern raiload inventories.
S. (U) RECOMMENDED ACTION: Request the Commander, Military
Traffic Management Command: (1) Review AR 190-11 to determine
if armed guard surveillance of Cat I is a reasonalbe
requirement. (2) Better de-Fine "surveillance" especially in
relation to rail transportation, and determine if armed
surveillance is appropriate. (3) Identify where installations
can obtain the resources (i.e., rail cars) to adequately
house/transport the accompanying guard force.
