SUBJECT: UPDATE ON ACTIONS WORKING
1. Re: dust pallative. The ARCENT Eng staff is actively working
the issue. Maj Hodges, ARCENT, is in a meeting in Dhahran with
the ARAMCO leadership to bring the issue to a head. If ARCENT is
not given access to crude oil points then the next step will be to
take it the Ministry of Defense for action. The recommendation at
that point will be to nationalize the crude. This issue of where
the crude can be obtained should be resolved soon.
However, there is still no good answer on how the crude will be
hauled once it is obtained. ARCENT is trying to contract for
anything that will meet the need but is not having good results.
Transportation assets for the crude will probably go to the
Ministry of Defense for resolution as well.
CORPS already has MSR work that is being hold up for lack of
pallative. I expect that this will continue for the near future
and may have an impact on the plan for PH III.
ARCENT POCs for this action are CPTs Cahill and Reichert.
POL truck companies and the ability of SUPCOM
to meet CORPS fuel requirements. The request for additional truck
companies has left this HQ numerous times in various methods. No
answer has been received one way or another. Additionally, CORPS
has made its fuel requirements for PHIII known to SUPCOM and
ARCENT numerous times. As of this date the CORPS has not received
a firm answer on whether SUPCOM can meet the requirement.
ARCENT O&I is addressing the issue with SUPCOM via a written
message. The only thing remarkable about this is that the message
will establish a suspence date of 20 Feb for answers. More to
