             APPENDIX 2 (FINANCE OPERATIONS) TO ANNEX C (PERSONNEL) TO IST
             COSCOM OPORDER DESERT STORM (U)

             1.   (U) GENERAL.

                  A. (tl) Purpose. This Appendix prescribes policy.
             provides guidance, and delegates responsibility for providing
             finance support for execution of 'this OPLAN.

                  b. (U) Concept of Operatio  n.

                      (1) (U) Finance functions performed within the
             area of operations (AO) are limited to those functions
             necessary for mission accomplishment.

                      (2) (U) Finance Support Units (FSUS) in support
             of divisions will remain with and provide direct support to
             the division as well as general support to other units within
             the division sector. FSUs in the Corps and Theater rear will
             continue to provide general support on an area basis.

                      (3)  (U) The Commander. 18th Corps Finance Group
             will establish a base of support in the vicinity of the Corps
             Rear. Direct coordination by MSO SI is encourage to turn in
             copies to the COSCOM GI.

                      (4) (U) A Finance Element and Command and Control
             Element will move forward with the rear command post, and Ist
             COSCOM, in support of logistical operations to include vendor
             support. funding. and other finance services as required.

             2.   (U) MISSION. The Commander, 18th Corps Finance Group
             provides for command and control of all finance elements
             attached or assigned and has OPCON of all Corps Finance
             Elements which provide financial support to include support
             to the CONTRACTING elements from Ist COSCOM and other
             contracting and ordering officers in the AO, emergency casual
             payments, and check cashing. 18th CFG personnel perform
         staff finance and accounting functions in support of Corps
             operations.

             3.   (U)  EXECUTION.

                      (U) Finance and Accounting.

                      (1) (U) The 18th CFO and assigned/attached/OPCON
             FSUs will provide financial support to include support to the
             contracting elements from lst COSCOM and other contracting
             and ordering officers in the AO. emergency casual payments.
             and check cashing. 18th CFG personnel perform staff finance
             and accounting functions in support of Corps operations.
