            APPENDIX 4 (REPLACEMENT OPERATIONS) TO ANNEX C (PERSONNEL) TO
            IST COSCON OFORDER DESERT STORM (U)


            (U) REFERENCE. FM 12-6. Personnel Doctrine. Aug 89 (u).

            1.   (U) PURPOSE. This appendix outlines procedures for
            replacement operations for the 1ST COSCOM.

            2.   (U) CONCEPT.

                 a. (U) lat COSCOM (01) has staff responsibility for
            replacement operations in support of the MSCA.

                 b. (U) The Cdr, HHC. Ist COSCOM is responsible for
            providing life support for replacements.

            3.   (U) EXECUTION.

                 a. (U) The Cdr. HEC. lgt COSCOM will house. feed and
            provide logistical support to replacements.

                 b. (U) Cdr. HHC. lst COSCOM, through the OIC/NCOIC of
            the COSCOM Replacement Detachment will retain command and
            control of all replacement personnel until soldiers reach
            their ultimate unit of assignment.

                 C. (U) Replacements will flow through the CORPS
            replacement detachment near KKMC to the CCiSCOM.replacement
            center. Soldiers flowing through the CORPS replacement
            detachment will be equipped to fight (uniform. weapon, mask.
            and CF00s) see enclosure 1.

                 d. (U) Replacements will be assigned to the MSCA based
            on the submitted PRR requirements and t'he unit's posture in
            support of the tactical mission. MSCs are responsible for
            ensuring replacements are picked up in a timely manner.
            Every effort must be made to pickup replacements NLT 24 hours
            of notification.

                 e. (U) COSCOM replacement center will make every
            effort to ensure RTD soldiers are returned to their parent
            unit of assignment. If a soldier can not be returned to
            his/her parent unit, the unit is responsible for securing the
            soldiers' property.

            f. (U) COSCOM replacement center will assist soldiers
            in retrograde status moving in or out of the forward AO, ie,
            *mergency leave, ETS.

                 g. (U) MSCA will establish accountability procedures
            VIA SIDPERS for their soldiers arriving through the
