            3.   (U) MISSION. Ist COSCOM provides support to CMO by:
            identifying and procuring local resources for military and
            CYO use: assisting in the storage and transportation of
            humanitarian relief supplies: minimizing civilian
            interference: directing restoration of critical services: and
            supervising humanitarian assistance to DC9 in the area of
            operations.

            4. (U) EXECUTION.

                     (U) Concept of Operations. The intent of CMO in the
            COSCOM area of operations is to eliminate civilian
            interference operations while ensuring the with military and
            moral obligations are fulfilled under international law. CY.0
            operations will focus initially on locating and acquiring'
            critical resources and facilities. Dislocated Civilians will
            be cared for where they are found and encouraged to return to
            their homes. Civil administration assistance will be worked
            through the existing governmental infrastructure if possible.
            CMO priorities are:

                     (1)  (U)  Identify humanitarian relief supplies to
            be stockpiled as far forward as possible.

                     (2)  (U) Conduct humanitarian operations as
            required.

                     (4)  (U) Assess civilian attitudes and identify CA
            requirements.

                     (5)  (U) Conduct limited Civil administration of
            occupied territories to include reestablishment of essential
            services.

            the rear area.
