      MEMORANDUM FOR COMMANDING GENERAL, XVIII AIRBORNE CORPS

      SUBJECT: Personnel Replacement System for OpePation DESERT
      SHIELD, Concept Brief to DCSPER, 15 September 1990



      The following Personnel Concept will be briefed to the DCSPER on
      15 September 1990. COMUSARCENT-FWD has been asked for comment
      on this plan by HQ TAPA.

      1. HQDA is considering a combination of unit/individual
      replacements for Desert Shield.

      2. Concept envisions a six month tour for original deploying
      units/pergonnel.

      3. Units that can be supported through unit replacement, e.g.
      Divi8iong/Brigades/Group8/Battalion8, will be rotated with a
      like unit from CONUS. Units coming to replace 18th Corps units
      will be geared for one year tourg. Subsequent replacement plan
      would be built upon the Korean model (one year tours) from CONUS
      duty stations to overseas replacement PERSCOM.

      4. Decision has not been made on which Flags will remain in
      theater and which new Flags will replace like units.

      5. CS/CSS units which can not be supported through unit
      replacement will be supported by individual replacements
      beginning at C+120 to C+180.

      6. It is envisioned that much of our equipment/weapong will
      remain in place for new units to fall-in on. Details will be
      forthcoming through Supply Channel-.g-.,,

      7. A Conus Replacement Center (CRC) is being planned at Fort
      Jackson, S. C. for individual replacement beginning at C+120 to
      C+180. After C+180, CRC will close and all replacements will
      flow just as is now done to Korea.

      8. APOD for theater will be Dhahran.

      9. PERSCOM Plans to begin 'shelf' replacements on C+120 of 267
      PAX per day.
