            ANNEX C - OPERATIONS


                  MSR, The primary- material used in the construction of MSRs

            was marl.    Marl is a silty clay soil with some limestone content

            which gives it a greyish color. When used properly, it forms a

            solid base. Marl was abundant in the area of MSR Cadillac. Along

            MSR Yugo, the marl had an increased clay content, causing a reddish

            color.


                  Despite the abundance of materials, equipment shortages and a

            lack of water slowed roadway construction. Limited tractors and

            water trailers, coupled with long distances to and from water

            sources, delayed construction. Once water was applied to the

            !surface, production was often slowed even more by the lack of

            compaction equipment. While the leasing of civilian equipment

            offset some of the unit's shortages, the poor condition of this

            civilian equipment often merely added to the maintenance problems.

                  Loa Base.. Roads in Log Base Echo were of two types. One was

            constructed of 6-12 inches of marl placed and compacted to form the

            road. The other was constructed by grading off the top several

            inches of sand to get to the clay or marl underneath. Normal

            vehicle traffic compacted the surface. The latter technique proved

            to be the most successful.


                  Fortunately, after a cut in a nearby pipeline, the 92nd was

            able to try a new type of dust palliative       crude oil. The oil

            from the spill proved to be an effective dust palliative. The

            asphalt distributors were able to spread the crude oil as fast as

            they could move. There was enough oil to keep the distributors

            constantly working on the log base road network.
