At the start of the war, the 926 EN riP was in direct support
of the 3rd AD. The Group commander became the D-Rear engineer
working for the division engineer. Most of the Group's missions
involved taking care of the D-Rear and DISCOM. For the tactical
move into and through Iraq, the Group placed the Headquarters and
Support Company (HSC) of the battalion, OPCON to the Group
Headquarters. The (Iroup wanted command or task organization
authority over the personnel and equipment being HSC was
travelling with them to the objective.
This relationship though, proved to be inappropriate. The
war went so fast, the Group Headquarters out ran the battalion's
ability to communicate. The Group also was not in contact and
could not provide the needed communications or logistical support
to HSC. The flow of information up to the Group Headquarters
broke. The battalion reports were no longer timely. The
battalion had to establish continuity of operations. The
battalion sent soldiers forward, the battalion staff travelling
with the Group, sent soldiers back to link up with the battalion.
The battalion even used signal nodes to call forward and
eventually called the Corps engineer to provide mission status on
road construction.
Further actions by the Group Headquarters complicated the
movement forward. The Group divided HSC into four serials behind
the Group Headquarters and the D-Rear. This resulted in
confusion and lose of command and control of HSC's elements. The
heavy equipment within HSC couldn't keep up with the movement of
the D-Rear and became separated. The battalion functions with
ith HSC operating in a
support role from the rear.
RECOMMENDATION: The Group just added another coordinating staff
with only one battalion under it. Next time, attach the
battalion to the division and have the battalion work for the
Division Engineer.
ISSUE: Capability of the Theater to support the 92 ECB (Heavy)
in all classes of supply except (CL III and CL IX, covered in
another issue) during Operation Desert Shield and Storm.
DISCUSSION: CLASS I. The 92 ECB (Heavy) arrived in country 28
October 1990. On 7 November, the battalion moved 200 miles into
the desert. The battalion, a non-divisional unit, part of
XVIII Airborne Corps now, set up to draw rations from a reserve
unit. The battalion's first A ration meal was the Thanksgiving
