the maneuver forces, the battalion was ready to tailor the
equipment to meet the mission.
Unfortunately, lack of a clear mission on the objective
required the Headquarters and Support Company (HSC), of the
battalion, to move with excess equipment. If the aroup
Headquarters had provided the battalion with better guidance, HSC
could have stayed in the rear and provided better support to the
battalion.
RECOMMENDATION: Task organize aL combat heavy engineer battalion
into a mobile task force to support division requirements while
the battalion is DS to the division. This will allow the
battalion to pool its assets (TPUS, water trucks, compaction
effort, haul assets, and etc) to better support the battalion and
division.
ISSUE: Timely INSUMs were not provided to the battalion along
with friendly force disposition during the.war.
DISCUSSION: From G-1 to G+100, all during the war, INSUMs were
not disseminated to the battalion. Due to the fast movement of
the division, and communication voids, current/timely INSUME did
not get to the rear. The battalion would try to get the
information from the group headquarters but they didn't have it
either. They also couldn't give the battalion the friendly or
enemy force disposition.
RECOMMENDATION: Automate the INSUM process and provide the
supporting units with a location to pick up an automated disk.
ISSUE: Communications during Operation Desert Shield / Storm.
DISCUSSION: Communications proved to be the ultimate challenge
in the desert. The battalion found the maximum operating range
to be around 35 miles using OE 254 antennas. Dust and
overheating were not a problem. They were something the
battalion had to overcome. Everyday, operators cleaned dust off
the radios with small brushes bought by the battalion before
departing FT. Stewart. To combat the heat, the battalion applied
window tinting to vehicles to out the direct sunlight. The
battalion also instructed operators to operate on low power and
go to high power only when required. The battalion experienced
though, that if one keyed the radio longer than nine seconds
without a break in communications, over time, this normally
resulted in radio failure.
