          21.     ISSUE:    Non-deployable soldiers in the unit had limited usefulness and were
          often detractors from unit morale.


                  DISCUSSION:    While there is a manning requirement for a rear detachment, the
          number of non-deployable soldiers was much higher than necessary to handle that
          requirement.     With the stress that all soldiers and their families experienced as a
          result of an open-ended deployment, the presence of non-deployable soldiers was an
          added source of friction. Many leader hours were spent attempting to resolve deploy-
          ability issues for these soldiers. The 'social experiment' nature of the volunteer
          Army is difficult to defend with a convincing rationale when.-An actual deployment
          must occur.

                  LESSON LEARNED:     Attempts were made to 'swap' non:@deployable soldiers with
          volunteers from non-deploying units. The quality of such swaps was obviously a
          primary factor in their success or failure. Chapter actions on soldiers without
          family support packages were expedited, although their continued service in the
          military during peacetime pointed to systemic problems in terms of readiness.

                  RECOIMNDED ACTION:      Tighten requirements for retention of non-deployable
          soldiers-    Prepare an installation plan for quick transfer of non-deployable sol-
          diers, so units can requisition replacements. Leaders must be able to rid units of
          those soldiers unable or unwilling to deploy in an expeditious mnner; during deploy-
          ment, time is not available for lengthy counseling.
