After Action Report
(b) Develop a reception plan for units arriving in
Theater.
13. Issue: Lack of CSS Units in Theater
Finding: Due to the large amounts of supplies and equipment
receiv-e-d--for-EPW's, a viable storage, receipt, and issue system
needs to be established through dedication of a CSS Unit.
Discussion: This Headquarters was forced to establish Logis-
tical-To-nE-r-o-=anters (LCC) to afford Camps a centralized point
to receive, issue and store supplies and equipment The LCC pro-
vided an area to house eq@ipment for managing and Accounting pur-
poses. The LCC's had to a staffed with personnel from Brigade
assets. This caused supply personnel shortages through out the
Camps. It also meant that the LCCs started operations with per-
sonnel who were untrained. By having no designated supply & ser-
vice support units, planning and maintaining material stockage
levels was impossible. This forcod the Brigade to operate in a
crisis managamentlr&Activ*7.modik, rather than having a proactive
approach to supply service operations for EPWS.
Recommendat@on
(a) The concept of the LCC was designed specifically
for this conflict to provide the necessary supply warehousing sup-
port we would not have otherwise received.
(b) In order to effectively conduct EPW missions in fu-
ture conflicts, supply and service needs have to be obtained from
designated support units. The initial influx of supplies and
equipment should come from prepositioned war reserves and theater
stock.

Finding, To support the EPW Food Service Support opera-
tions, reefors were leased. There was no maintenance support for
the reefers.
Discussion: Fundinq contracts wore not in place to support
leased rlqe-ration *auipiR*nt. The 800th Military Police Bri-
gade ha;efno refrigeration repair capability. The Host Nation con-
tractors who provided the refrigeration units did not provide
maintenance for th". Therefore, when the equipment was inopera-
ble, there was no means to repair it.
