               After Actioh Report


               support as us troops, save Class V. Because of the austere the-
               ater, no supply and service companies, transportation units, nor
               engineer companies were available to support the EPW mission.
               Therefore, the brigade was forced to develop these assets from
               within it's command and manage its own support base.
                    Recommendation: In future operations requiring multiple EPW
               camps at differene--locations a Combat Support Group and its down
               trace units need to be aligned in direct support of the Brigade
               in order to effectively support it's EPW mission and Camp EPW op-
               erations, as well as the U.S. Troop support requirement.

               20. Issue: MTOE Shortages
                    Finding: The Supply, Service, & Maintenance Section by MTOE
               is structures inadequately to maintain a 24-hour operation for an
               ;xtended period of iime.

                    Discussion:

                         (a  The attached diagram (11) clearly shows the inher-
               ent shortfalls in maintaining a sustained operation - as no offic-
               er has an Assistant Officer or NCO to assist in support of a
               24;hour operation. in order to cover a sustained 24-hour opera-
               ti n effectively, it will be necessary to augment the section and
               realign the MTOE. The mission of the guppy, Service, & Mainte-
               nance Section is extremely varied and required a large amount of
               outside coordination. Lack of staffing to perform the various
               functions impacts negatively on both the personnel and the mis-
               sion, making unreasonable to almost impossible demands on person-
               nel to accomplish the mission.
                         (b) The SSM Section of the MTOE needs to be augmented as
               indicated on Diagram #2. Management of the SSM Section needs to
               be conducted under the guidance of a Section chief, and implement-
               ed by a Section NCOIC, leaving the ACS-SSM free to perform coordi-
               nation and decision making functions. The vast amounts of materi-
               als being requisitioned and the documentation thereof requires
               augmentation of a Clerk Typist (71L), and a Stocks Records Clerk
               (76P) to support the Supply officer. The coordination and track-
               ing of the loading and shipment of these items requires auam-enta-
               tion of a Movement NCO (SSN), to support the Movement Offi@cer. A
               Supply NCO 76y) n"da to be assignika under the Subsistence Offic-
               er to coordinate the identification, ordering, and delivery of
               Class I supplies. In support of EPW Operations, numerous mat*ri-
               alo had to be procured through contracting with Host Nation.
               Au   'ntation with a Host Nation (G-5) Liaison and a Stock Records
               Cl 2@'k (76P) would provide the rsouirod exportis* in identifying,
               contracting, procurement and follow-up maintenance of materials.
