                                         PROPOSED CITATION


                 The President of the United States takes pleasure in
           presenting the SILVER STAR MEDAL to

                                            CAPTAIN M. J. HUSSEY
                                    UNITED STATES MARINE CORPS RESERVE


           for service as set forth in the following
           CITATION:


                  "For   conspicuous gallantry and intrepidity in action during
           OPERATION DESERT STORM while serving as the Commanding Officer, Company
           A,    8th Tank Battalion, 2d Marine Division, FMF and attached to 2d
           Battalion, 2d Marines, 6th Marine Regiment (-)(Rein) in hostile action
           in the Emirate of Kuwait from 24 - 27 February 1991. On 24 February, in
           conditions of limited visibility due to oil well fires, battlefield
           smoke and rain, Captain Hussey led his tank company into the attack on a
           heavily defended enemy defensive barrier belt protected by two complex
           minefields. Positioning himself well forward exposed to enemy direct
           and indirect fire, Captain Hussey personally directed the breaching of
           two complex enemy minefields. Leading his company through the second
           minefteld,      Captain Hussey      immediately deployed       his company in
           the midst of enemy artillery, mortar, and machinegun fire, swiftly and
           violently     suppressing and      then clearing      the enemy's positions.
           Dismounting his tank under direct and indirect fires, he coordinated the
           handling of enemy prisoners. Continuing the attack on 25 February, in
           extremely     limited visibility, . Captain Hussey,            using artillery
           illumination on the ground to guide his movement, again led the advance
           toward the division's objective. Aggressively attacking through an
           extensive built up area,        his company destroyed 17 enemy vehicles and
           captured over 100 enemy soldiers. On 26 February,               in a swift and
           ferocious attack, Captain Hussey pushed his company to the outskirts of
           the city of Al-Jahra, effectively severing the main Iraqi route of
           egress from Kuwait City. His personal courage served as an inspiration
           to his Marines. During the three days of ground combat his company
           destroyed or captured 40 enemy tanks or armored vehicles, 15 artillery
           pieces and captured over 350 enemy. By his d@ring actions and loyal
           devotion to duty in the face of personal risk, Captain Hussey upheld the
           highest traditions of the United States Naval Service.*
