         Sunday ---Despite a warning to Iraq from Moscow, 2,300 Soviet advisers remain in Iraq, apparently
      unable to leave. (New York Times, December 17, p. Al.)

         Secretary of State Baker says he still hopes Washington and Baghdad will soon agree on dates for
      a diplomatic dialogue. (New York Times, December 17, p. A12.)

         Sergeant George Morse, a seven year Army veteran who was scheduled to get out of the Army on
      December 20, was convicted by the Army of disobeying orders after he refused to go with the 1st
      Infantry Division to the Persian Gulf. Morse had recently applied for conscientious objector status, but
      the Army would not accept his application since his unit had been alerted for deployment to the Persian
      Gulf. (Detroit News, December 17, p. BI.)

December 17
         Monday --- Secretary of State Baker, speaking to NATO allies in Brussels, says he fears an Iraqi
      ploy such as a partial pullout of Kuwait, just before the January 15 deadline and urges his colleagues
      to stand united against any such ploy. (New York Times, December 18, p. Al.)

         Iraq's military continues call-up of reservists. Today all healthy men born in 1957 were ordered to
      report for active duty. This means that most Iraqi men between 18 and 34 have been mobilized to fill
      out the armed forces at a strength that Western officials estimate at 1.5 million. (New York Times,
      December 18, p. A8.)

         Navy officials announce that officers and enlisted members whose tours normally would end with
      retirement or separation on or after January 1, 1991 will be kept in service if they are assigned to
      Marine Corps units committed to Desert Shield.                                                                                                             The stop loss order could be extended to other
      members of the naval service, perhaps those in critical ratings if the crises continues or intensifies.

         Senior military personnel officials say keeping a force of 400,000 deployed to the Middle East could
      prevent the U.S. military from setting up a unit rotation policy.                                                                                                            Unit relief can be provided only
      through use of Guard and reserve components as replacements for active duty forces, or if service
      members were rotated individually rather than as units.                                                                                                        (Navy Times, December 17, p. 4.)

      -- Tuesday --- The Bush Administration says it has reached an arrangement with the Gulf Allies to keep
      the alliance from falling apart even if Iraq attacks Israel. (New York Times, December 19, p. Al 6.)
