Barstow be staffed by civilians consisting of one supervisor and
four operators.   With the implementation of a civilianized work
force,  the T&EU, West will have a greater enhancement of work
productivity in both the mobile and fixed site simultaneously.

    d    tJn~upported Units.  It is recommended that the Test and
Evaluation Units' mobile facilities be relocated to Marine Corps
Bases, Camp Pendleton and Camp Lejeune respectfully.    It is
further recommended that a permanent facility be constructed and
staffed for placement outside of CONUS.
