          question regarding procedures to follow in tranfering consumables
          (i.e., antibiotics) to coalition forces in support of ODS. Under
          normal circumstances, FMS criteria. Expedited procedures for
          transfer of consumables in support of the coalition have been
          established under "blanket" authority by State. CINC determines
          availability of requested item and is the approval authority for
          such transfers. Provided to J5 (LTC Bice).
