             MEMORANDUM FOR THE ASSISTANT SECRETARY OF THE AR=,
                           RESEARCH DEVELOPMENT AND ACOUISITION

             SUBJECT: Biolocical Defense ConceDt
                 (U) The ARSTAF has prepared a Biological Defense
             concept specifying the actions needed to be acccmnlish-
             ed in the RDT&E area to improve the Armvls readiness
             nosture. A copy of the concect is enclosed.
               @ The advent of Oneration Desert Shield./Storm
             has stressed the need for a viable biological defense
             proaram including rapid lona/medium/short range detec-
             tion devices, agent alarms, agent identification, per-
             sonnel protection, and medical prophylaxes, treatment
             and therapy.
                 (U) Recuest you take the necessary action to in-
             crease the Army's readiness in the biological defense
             area, both in terms of phvsical and medical defense
             to insure adequate fielded Dersonal and collective
             equipment, prophylaxes and therapy modalities and to
             guard against technological surprise.
                 (U) I am also sending a copy of the Concept to
             the Secretarv of Defense for information purposes and
             soliciting his support for enhancing the program and
             improving military readiness.
                 (U) You are also requested to keen me apprised of
             actions being taken to imnlement this program.
                 (U) Your immediate and personal interest--@n one of
             the most vital areas of Army readiness would be most
             appreciated.
