             BIOLOGICAL 14ATERIAL DETECTION AND PHYSICAL COUNTERKEASURES



                                    IIMODUCTION


             There are a number of ways in which biological material could
         be disseminated from the air or surface: these include spray
         devices, aerial bombs, missiles, artillery and through terrorist
         activity.

             An attack by the off-target release of a biological aerosol is
         more likely to take place at night for several reasons.

             0 The meteorological conditions are more favorable to the
             attacker, especially over land. The difference between the
             meterorology during the day and at night is usually less
             marked over the sea.

             0 Some biological agents decay rapidly in sunlight although
             there are noteable exceptions.

             0 Tactically, it would be easier to release a biological
             aerosol without being detected by carrying out the operation
             under the cover of darkness. It is therefore concluded, that
             although day time attacks cannot be ruled out, the first
             priority must be to take precautions during the hours of
             darkness.



         DEFENSIVE MEASURES

             There are a number of inter-related defensive measures to a
         biological threat. These are:

             0 Military surveillance of key sectors should deter an
             attacker disseminating a biological aerosol from a ship,
             aircraft or ground based source.

             0 Medical defensive measures to protect personnel at risk
             against infection or intoxication.
